Colour-ringed Curlew

Saw a bird in Mersehead Bay today (13th) with dual red over orange rings on the right tarsus (I believe). Also, a white or perhaps metal ring on upper right leg (tibia no doubt).

Unfortunately, I couldn't make anything else out in the heat haze. Nor can I find an obvious euring or similar source to report the birds colour combination to.
